Ningaloo is internationally famous, but online content often mixes scuba diving, snorkelling and whale-shark tours into one category. Separating them is the single most useful thing a guide can do for a visiting diver.
Ningaloo is a fringing reef, which means it runs close to shore — in places you can snorkel to it directly from the beach. That is unusual and it makes the destination accessible in a way the Great Barrier Reef is not.
For certified divers, the reef systems and offshore sites around the Exmouth Gulf and Muiron Islands provide the main scuba product, along with the Exmouth Navy Pier, which is frequently rated among Australia's best shore-accessible dives.

The Exmouth Navy Pier is on Defence land and access is controlled, typically through a licensed operator with permit arrangements.
It is a structure dive with exceptional fish density and is strongly tide-dependent, which means dive times are set by slack water rather than by convenience.
